3. Mr.Kotewall, who is an Eurasian but who
dresses and lives as a Chinese, entered the service in 1896
as 4th.Clerk in the Police Department, and was promoted to
his present post in March 1899.
His post is also now somewhat underpaid,
and I recommend that it be put on an incremental scale rising
from $ 720 to 840 by triennial increments of $ 60.
4. Mr.Kwok Fung-i entered the service in 1897
as Sergeant Interpreter and was promoted to his present post
in March 1899.
5. Mr. Ng Yau-Sang entered the service as
Sergeant Interpreter at the same time as Mr.Kwok, and was pro-
moted to his present post in March 1899.
He participated in the general increase
to Chinese employees of the Government, and received an in-
crease of 48 per annum.
6. Both these clerkships are in my opinion insufficiently paid having regard to the nature of the duties
to be performed, and I have to recommend that both be put on incremental scales_ the 3rd.clerkship rising from $ 600 to 720 and the 4th. from $420 to $ 540 per annum by triennial increments of $ 60.
